CDT believes that the intent of the law and the FTC's proposed Rule is to place liability on the shoulders of those who can best handle it: the entity that is collecting and using the information (operator).
CDT believes that the FTC should require operators to inform parents of the uses that third parties will make of their child's information and to inform parents if the third-parties information practices differ in a material way from the operators.
CDT would also suggest that it is possible that all changes may not rise to the level of requiring additional consent.

The Center for Democracy and Technology, a Washington-based public advocacy group, filed a pair of complaints with the Federal Trade Commission on Monday.

In the summer of 2002, CDT embarked on a project to attempt to determine the source of spam.
It should come as no surprise to most e-mail users that many of the addresses CDT created for this study attracted spam, but it is very interesting to see the different ways that e-mail addresses attracted spam -- and the different volumes -- depending on where the e-mail addresses were used.
While this may change as time passes and technology develops, for the time being it appears that obscuring an e-mail address is an effective means of avoiding spam.

The Center for Democracy and Technology called for more stringent regulations Wednesday, citing government attempts to retrieve millions of cell phone records, its use of cell phones to track suspects, and other privacy issues.
The widening gap between technology harvesting sensitive personal data and the laws designed to prevent misuse of that data needs to be filled, according to the Center for Democracy & Technology.

The Center for Democracy and Technology's (CDT's) Working Group on RFID also recommends that companies collecting personally identifiable information through RFID tags tell customers how that data will be used.
The CDT hopes that the guidelines, which took over a year to develop, will serve as an example to companies rolling out the technology, said Paula Bruening, staff counsel at CDT, a privacy and civil liberties advocacy group.
The CDT working group's guidelines will evolve, and the group doesn't expect every company deploying RFID to follow all the recommendations, Bruening said.

Washington, D.C.-based Center for Democracy and Technology (CDT) filed a pair of complaints with the FTC, alleging that 180solutions' "core business model depends on third-party affiliates committing unfair and deceptive practices on the company's behalf" and that the free Web hosting provider CJB.net, a 180solutions affiliate, "dupes people into installing 180solutions’ software."
The complaint is the biggest move against an adware purveyor since the FTC pulled the plug last November to shut down three adware companies, Enternet Media, Conspy & Co., and Networld One.
The CDT said it had been working with 180solutions for more than two years to address concerns, but that progress stalled as complaints about the firm kept pouring in.
