During the 1980s and 1990s there was a Central Advisory Commission established by Deng Xiaoping which consisted of senior retired leaders, but with their passing this has been abolished.
Supporters of Tibetan nationalism, the Republic of China on Taiwan, and Taiwan independence, neoconservatives in the United States and Japan, along with most left-wing forces in those same countries, are among the groups which have opposed the CCP government as a totalitarian regime.
Neo-liberals like the idea of centralized control which has whiffs of British colonialism and imperialism, in that it's purpose is obstensibly to 'educate' the 'savage' and 'civilize' the 'undeveloped'.

China’s xinfang (“letters and visits”) system is at the center of severe miscarriages of justice, but foreign governments and observers understand it poorly.
The President and the Congress should continue to urge China’s leaders to eliminate all laws and regulations that allow the arbitrary labeling of unregistered religious and spiritual groups as cults, and to eliminate all restrictions and controls on the freedom to produce, read, and distribute the religious or spiritual texts of one’s choosing.

Zelikow's regular job, the one he'll return to after the commission releases it final report in late July, is director of the Miller Center of Public Affairs at the University of Virginia.
But with the commission still refusing to subpoena the documents and caving to White House ground rules on testimony, the stench of political bias has become too strong, and Zelikow should nonetheless step down, immediately, for the sake of the families, many of whom are demanding his resignation.
And the commission should vote to further extend its deadline while it finds a more politically detached replacement for him and redoubles its efforts to deliver the "full and complete" and "independent" investigation it originally promised the country.

The countries are Burma, China, Eritrea, India, Iran, North Korea, Pakistan, Saudi Arabia, Sudan, Turkmenistan and Vietnam, said Commission Chairman Michael Young during a briefing at the State Department's Foreign Press Center in Washington February 18.
The Commission believes that "the designation of these countries is one of the most important steps towards the advancement of human rights that the United States takes every year, and we have strongly urged the Department of State to name those particular countries," he said.
The Commission's responsibility is to conduct continuing independent reviews of violations of religious freedom wherever they might occur around the globe, and to provide advice to the President, the Secretary of State, and the Congress on these matters.

The panel recommended on Monday that Vietnam, together with China, India, Iran, Iraq, Laos, Myanmar, North Korea, Pakistan, Saudi Arabia, Sudan and Turkmenistan be designated as as "countries of particular concern" by the US State Department.
The commission was established under the 1998 International Religious Freedom Act, which requires that countries found to be in severe violation of religious freedom be considered by the US president for diplomatic or economic sanctions.
In February this year a delegation from the US Commission on International Religious Freedom visited Vietnam and noted that religious dissidents continued to be detained or imprisoned.
