Central America is the region of North America located between the southern border of Mexico and the northwest border of Colombia, in South America.
Central America thus has an area of about 540,000 km² (208,500 square miles), and a width between the Pacific Ocean and the Caribbean Sea ranging from about 560 km to about 50 km (350 miles to about 30 miles).
There was a nation of Central America in the early 19th century, consisting of the present day nations of Guatemala, Honduras, El Salvador, Nicaragua, and Costa Rica (and a portion of the modern Mexican state of Chiapas).

This was a plan to promote democracy and peace on the Central American isthmus during a time of great turmoil and outside influence in the midst of the Cold War.
Partly due to the collapse of the Soviet-led Communist block that had traditionally supported leftist governments and insurgencies in Central America, the signing of the accords were indeed followed by an end to most of the fighting in Central America.

With respect to the regional parliament, the initiative proposes that, rather than being composed of only elected legislators as it is now, it should be integrated with representatives of the congresses of the region.
With respect to the Central American Court, the idea is to temporarily suspend its functions, since it is only currently integrated in two countries, and barely at that.
Madrigal Nieto indicated that one of the new functions of the parliament would be to "homogenize" the laws of the region in areas of common interest, such as security, migration, education and the fight against terrorism, among others.

The five presidents of the Central American countries signed the procedure for the establishment of a firm and lasting peace in Central America in Guatemala, an agreement referred to as Esquipulas II on 7 August.
It is in that context that the Central American peace plan is important and it is in that context, too, that I fully support the initiative taken independently by the Governments of Nicaragua, Costa Rica, Honduras, El Salvador and Guatemala.
I am certain that if the whole Central American area, with its rich civilisation and cultural background is given a real chance in terms of peace and harmony and allowed to pursue its own destiny by attracting investment in a civilised way, it is capable of great growth and of promoting very real prosperity.
