On October 14, 1951, the Charter of the Organization of Central American States was signed by Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua (2), creating the Organization of Central American States (Organizacion de Estados Centroamericanos-ODECA).
This Charter was modified on December 12, 1962, with the creation of a new Central American Court of Justice (Corte Centroamericana de Justicia) which had no time limitations (3).

IN contrast to the U.S., the Central American countries went from the ox-cart to the airplane transportation-wise, with roads or highways almost non-existent except for those within the principle cities or towns.

The free trade agreement is nearly identical to the access that the Dominican Republic and Central America already have through the United States–Carib­bean Basin Trade Partnership Act, except that it would extend duty-free access to garments made with inputs from Canada or Mexico— free trade partners with the U.S. through NAFTA.
Congress is doing American consumers a disservice by failing to liberalize the sugar and textile sectors, but Members of Congress should not compound their error by rejecting a free trade agreement that would have little impact on those favored sectors and that promises economic gains for America.

The deal to join the Dominican Republic to CAFTA creates the second-largest free-trade zone in the Americas, after the one formed by the 1994 North American Free Trade Agreement between the United States, Canada and Mexico.
Also at the ceremony was Dominican Republic Secretary of Industry and Commerce Sonia Guzman and representatives of the five Central American Free Trade Agreement countries: Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua.
