Kuwait was nominally a province of the Ottoman Empire, ruled from Constantinople.
The "Central Bank of Kuwait" was created in 1969; a Social Security Law and a Law of Reserves for Future generations were passed in 1976.
Kuwait has since then embarked on a continuous process of redeveloping and reconstructing itself to overcome the destruction of devastation caused by the Iraqi invasion and occupation.

KUWAIT, 11 January 2005 — Kuwait’s central bank has given initial approval to the National Bank of Abu Dhabi to open a branch, paving the way for a second foreign firm to enter its banking sector, the central bank’s chief said yesterday.
The central bank chief said approvals at the present time would be limited to only a few foreign banks.
Kuwait, which sits upon 10 percent of world petroleum reserves, was one of the Gulf’s bright spots before investors left in the wake of the 1980-1988 Iran-Iraq war and Iraq’s 1990 invasion of Kuwait.

KUWAIT, 15 February 2005 — HSBC Bank Middle East Ltd., a unit of global bank HSBC, has won initial clearance to open a branch in Kuwait, paving the way for a third foreign bank to operate in Kuwait, the central bank said.
Central Bank of Kuwait Governor Sheikh Salem Abdulaziz Al-Sabah told state news agency KUNA that approval was granted on Sunday to the unit of Britain-based HSBC, which needs final ratification by the Council of Ministers.
"The central bank is now busy studying some applications from other foreign banks," Sheikh Salem said, adding this was being done within the context of regulations and specifications set by its board.

 Kuwait Central Bank Hikes Key Rate to 5.5 Percent
KUWAIT, 3 July 2005 — The Central Bank of Kuwait said it is hiking the key dinar discount rate by a quarter of a percentage point to 5.50 percent effective today, the eighth hike since last summer in lockstep with the US Federal Reserve.
The governor said the central bank is keen on securing consistency of the Kuwaiti dinar’s interest rate with that of major currencies, topped by the US dollar.
“The central bank will not hesitate to move in the suitable direction to guarantee the continuing competitiveness of the interest rates on the Kuwaiti dinar with the rising trend for the interest rates on the foreign currencies, especially the US dollar,” he said.

The Kuwait dinar discount rate is the benchmark for local rates in the Gulf Arab state which controls nearly a tenth of global oil reserves.

Kuwait is a strong ally of USA and the UK.
I believe the recent decision of the European banks led by France is the opening shot across the bow to attack the dollar and thereby undermine the influence of the US in matters economic and financial.
It appears to me that Kuwait is expecting a market downturn, corresponding rise in gold price, and they get it back at the higher value, plus the interest they've made.
