UNMOVIC - [ Selected Security Council Briefings ]
The purpose of the Security Council resolutions requiring Iraq to declare all WMD programmes and creating an extensive and intensive inspection system is to attain, through peaceful means, confidence that Iraq is rid of or ridding itself of all such programmes and proscribed items - verified disarmament.
The awareness in Iraq that industrial facilities, military installations, public or private offices and dwellings, may be the subject of no-notice inspection is further likely to deter possible efforts to hide items or activities or, at the very least, to make such action much more difficult.
UNMOVIC is a subsidiary organ of the Security Council.

 The Special Branch
Security for the families of 250 Special Branch officers was stepped up this week as the PSNI become further convinced that details of their identities have fallen into the hands of the IRA.
The raiders are understood to have asked for a file which held a notebook with the names, codenames and addresses of all 250 Special Branch officers, and the codenames of their contacts.
Initial suspicions that the raid was carried out by either rogue police or military led the PSNI to only issue a "level three" security directive to the Special Branch officers whose names were in the notebook.

REC: Doors to Democracy - CEE: Regional Overview (2)
The EU Directive allows public authorities to charge for supplying information but puts a limitation that charges "may not exceed a reasonable cost." The Sofia Guidelines calls for "inspection free of charge" when the environmental information is "contained in public registers", and for "payment of cost of reproduction and dissemination" when obtaining copies.
Public authorities in several countries are obliged to forward a request for information to the institution that possesses the information (Bosnia and Herzegovina, Croatia, Hungary, Lithuania, Macedonia, Serbia, Czech Republic and Poland) or to provide the contact to the relevant institution (Albania, Romania, Lithuania, Serbia and Macedonia).
The convention places an obligation on each public authority to "as promptly as possible, inform the applicant of the public authority where it believes it is possible to apply for the information requested or transfer the request to that authority and inform the applicant accordingly" (Article 4, Paragraph 5).

Alabama Homeland Security - Interoperable Communications
Public safety agencies historically have depended upon their own stand-alone radio communication systems and they are often incompatible with one another.
The inability of public safety officials to readily communicate with one another threatens the public’s safety and often results in unnecessary loss of lives and property.
Interoperable communications is the ability of public safety, including emergency and other first responders, to talk to one another via radio and other communication systems, and to exchange voice and/or data with one another on demand in real time.

public pension schemes are the main way in which people provide for their retirement: occupational pensions, savings and subsequent accumulation of marketable assets play less of a role in providing for the future resources of retire-from ment-age households.
In France and Sweden, by contrast, the replacement ratios for public transfers are around 0.5 even for this affluent group, meaning that public transfers after retirement account for 50% of their pre-retirement income. If one compares total post-retirement to pre-retirement disposable income available to couples in the top quintile, there is much less variation across countries.
However, this change of emphasis must be carefully planned so that the situation of poorer families is protected, as for them public pension benefits often mean the difference between poverty and a decent standard of living in retirement.

The DCI and director of the Central Intelligence Agency (DCIA) jobs should have been split and the DCI’s powers strengthened, but not to the point of making him the actual administrator, or “czar,” of the intelligence community.
That is a result not primarily of technical incompetence, but rather of cultural resistance rooted in the autonomy of the bureau’s field offices and the reluctance of criminal investigators to leave a documentary trail that might be discoverable in a criminal proceeding.
The statute might, for example, create a steering committee for national security electronic surveillance composed of the attorney general, the director of national intelligence, the secretary of homeland security (chairman), and a senior or retired federal judge or justice appointed by the chief justice of the United States.

The Central Intelligence Agency - Council on Foreign Relations
In the course of an amateur taking control of a very professional organization called the Directorate of Operations, there was a lot of resentment, because either they'd had directors who hadn't bothered to try to take control, or they'd had directors who were one of their own before, and therefore they trusted them.
Counterintelligence and to some extent security had been heavily decentralized in the CIA over the years, partly as a reaction to the extreme centralization that it had undergone in the '60s and early '70s.
I think that overall head should be called the director of central intelligence because, in principle, that's what the DCI is now; he just does not have the authority to go along with his responsibilities.

It requires some public discussion because the American people need to know that the Central Intelligence Agency has drawn the right lessons from the incident, and is moving determinedly to make fundamental changes which will reduce the chance that something like this will happen again.
