In the northern governorates it is estimated that an additional $54 million for phase III is required in order to improve the sanitary and hygienic conditions for urban, semi-urban and rural/ farming communities.
In the northern governorates of Erbil and Sulaymaniyah, generating capacity is dependent upon two hydropower plants where generated power is limited by the availability of water and by irrigation requirements as well as the conditions of both the dams and generating units, as noted earlier in this report.
A number of large-scale farm inputs such as tractors and 1,000- and 400-litre ground sprayers are released to end-users from the central and governorate distribution points, whereas the majority of spare parts, small-scale farm and animal health inputs are released from the district distribution points.

As a general feature of observation in the 15 governorates, United Nations observers carefully study the distribution system and state of the facilities in each sector and analyse the criteria for the allocation of items allowed by resolution 986 (1995) among the population and across the governorates.
In the three northern governorates, in the reporting period, all 2,020 primary schools included in the distribution plan under resolution 986 (1995) have received student and teacher/classroom kits.
Although shelter and human settlements rehabilitation needs in the 15 governorates are similar to if not more pressing than those in the three northern governorates, they have not been covered by the provisions of Phases I and II of resolution 986 (1995).

In 2005, demining and EOD operations in central and southern Iraq were severely restricted by donor funding shortages and by the deterioration in security, which prompted some organizations to leave the country.

The governorate has also undertaken an educational campaign to warn local residents of the danger of bird flu and has banned the entry of poultry and pet birds into the governorate.
In an apparent effort to elicit greater cooperation from citizens, the Council of Ministers and the Agriculture Ministry have pledged to compensate poultry farms should they be required to cull their stocks, said Karim al-Imara, head of the Operations Center for Combating Bird Flu in Al-Basrah.
