  1999 - Resolution 1999-07
Any municipal or county government which is not an initial member of the Council, including any municipal or county government in a state adjoining North Carolina (where permitted by the laws of said adjoining state) may join the Council by ratifying or adopting this Charter and upon the majority vote of the existing members.
The Council may formally recommend to the member governments a resolution to amend the Charter by affirmative vote of at least three-fourths of the representatives present at any meeting at which a quorum was present, provided notice of such vote has been given In accordance with the Bylaws.
The Council may be d at the end of any fiscal year only (1) upon adoption of a dissolution resolution by three-fourths of the governing bodies of all governmental units, or (2) the withdrawal from the Council of all but one of the member governmental units.

Bill Duston reminded the Town Council that they adopted a Resolution of Intent for an area of annexation at their December 13, 2004 Town Council Meeting.
The proposed annexation does go to the Wesley Chapel boundaries.” Council was concerned that the Town Hall would not accommodate the amount of people that may come to the meeting.
Finding: The aggregate external boundary line of the area to be annexed is 79,462.56 linear feet, of which 47,558.99 linear feet, or 59.9 percent, abuts the existing primary corporate limits of the Town of Weddington.
