The Century Freeway program is a good example of how, when you train people, you get the results you want.
We are in the process of rebuilding that freeway now, and in large measure because of the Century Freeway experience, we started working with the community immediately after it was destroyed.

Freeway - Wikipedia, the free encyclopedia
Two-lane freeways, often undivided, are sometimes built when traffic volumes are low or right-of-way is limited; they may be designed for easy conversion to one side of a four-lane freeway.
On some freeways, the two carriageways are built on different alignments; this may be done to make use of available corridors in a mountainous area or to provide narrower corridors through dense urban areas.
But mature freeways in urban areas are quite often a source of lowered property values, contributing to the deleterious effects of urban blight.

Throughout the first three-quarters of the 20th Century, policymakers understood the simplicity, the efficiency and the necessity of the individualized transportation system made possible by the automobile.
It wasn’t for lack of funds – it was because of a retrograde ideology that held that the automobile is the root of all evil.
In the 1950’s and 1960’s, virtually the entire California freeway system was constructed from the taxes – lower taxes, I might add – paid by the motorists who used the freeways.

Volpe, a 1972 lawsuit, which asked the U.S. District Court to stop the state and federal governments from constructing the Century Freeway until its environmental impact—including the depletion of affordable housing in the area surrounding the proposed freeway—could be evaluated and minimized.

Century’s role as a provider of affordable housing with More Than Shelter amenities—from transitional housing for the homeless to housing affordable to working families—continues through loan and credit enhancement products, including construction financing, bridge loans, property acquisition and predevelopment loans, subordinate bond guarantees, subordinate bonds, and credit lines.

Interstate 105 (California) - Wikipedia, the free encyclopedia
The Century Freeway begins at Sepulveda Boulevard (State Route 1) on the southern edge of Los Angeles International Airport, adjacent to the city of El Segundo.
By the early 1970s, most of the areas in the freeway's path (and thus slated to be demolished) were predominantly African-American; resentment over previous freeway projects' effects on other fl communities resulted in significant modifications to the original route.
Norwalk, opposed to the freeway's proposed route through the center of the city, blocked the route from reaching its intended terminus at the Santa Ana Freeway (I-5); however, Caltrans had already decided to abandon that section due to the inability of the severely congested Santa Ana Freeway to accommodate any more traffic.

Further, in late 1981, CalTrans agreed to extend the length of the lowered section of the freeway west toward the Los Angeles River, and the department apparently designed this extension without adequate research and consideration, such as additional testing of the soil and groundwater conditions in the area.
While CalTrans was struggling to move forward with the Century Freeway project, another agency was taking action that was to have important consequences for the freeway.
