A certificate of merit, based on the statement of an appropriate licensed professional required by subdivision (a)(1), must be filed as to the other licensed professionals for whom the defendant is responsible.

The Certificate of Merit was established by Act of Congress on March 3, 1847; the Certificate of Merit Medal was authorized by War Department General Orders Number 4, January 11, 1905.

Rule 1042.3(a)2 requires plaintiffs to file a certificate of merit when the claim against the defendant "is based solely on allegations that other licensed professionals for whom this defendant is responsible deviated from an acceptable professional standard."
The amendments came the same day the justices were scheduled to hear arguments about whether the certificate of merit rule should be subject to equitable exceptions.
Under Rule 1042.3, plaintiffs are required to file the certificate of merit within 60 days of filing their lawsuits and the state's intermediate appellate courts have been largely unforgiving of plaintiffs who do not abide by the strict deadline.

Since 2002 The Citadel's Tau Iota Chapter of Sigma Delta Pi, the National Collegiate Hispanic Honor Society, has recognized the outstanding achievement of high school students throughout the state of South Carolina with a handsome certificate of merit for their study of Spanish language, culture, and/or literature.
The names of qualifying students must be provided via e-mail to Dr. Mark P. Del Mastro (mark.delmastro@citadel.edu), Tau Iota Adviser and Director of the Certificate of Merit Program, preferably by the end of April of each year along with the requester's name and complete school mailing address.
