The Certificate of Merit was established by Act of Congress on March 3, 1847; the Certificate of Merit Medal was authorized by War Department General Orders Number 4, January 11, 1905.
The Certificate of Merit is obsolete, but based on the fact that was ultimately replaced by the Distinguished Service Cross its order of precedence would be after the Medal of Honor and before all other decorations.
The ribbon to the Certificate of Merit Medal consists of two sections of red, white and blue (with the blue on the outside and the red stripes separated by a narrow white stripe in the center of the ribbon).

The Medal of Merit is what the knot stands for, the certificate of Merit has NO knot.
I was awarded the Certificate of Merit as well, but it was not the medal, so there was no knot for it.
The Certificates have no knots (go figure) but I remember reading once that when medals were added in between two old awards that some of the old awards would get upgraded.

The next decoration was established by the Army and was known as the Certificate of Merit medal, for which there was no Navy counterpart.
Following the Second World War this trend was reversed with the development of the Commendation and Achievement Medals, and most recently with the establishment by the Air Force of its Aerial Achievement Medal.
