Although Höpfner introduced cerulean blue as early as 1821, it was not widely available until its reintroduction in 1860 by George Rowney in England.
Like cobalt green, blue and smalt, it was made by the action of heat on cobalt oxide with other metallic bases.
This variety was a fairly true blue (not greenish or purplish) but it did not have the opacity or richness of cobalt blue.

I purchased this console set --along with a number of other pieces of Fenton stretch glass-- under the impression that it was also made by Fenton.
The console bowl, which is the same color is probably Dugan, but there is a vague chance that it is Fenton, as it is the same style as Fenton's bowls of the period (although the Fenton book I have does not list a 10" flared bowl).
The color was called Cerulean Blue, and later Vesuvius Blue.
