Building owners will be tagged for graffiti
Although graffiti’s heyday is considered to have been during the 1980s and early ’90s, a quick walk through the Lower East Side undermines this assumption: tags are ubiquitous; some completely cover apartment buildings’ front doors and storefronts.
In other words, if property owners say that they do in fact want the graffiti on their premises — which constitutes a form of free speech — the graffiti can stay and they won’t be fined.
Although these concerns aren’t addressed, Vallone’s law does, however, consider the changing nature of modern graffiti and is ready to accommodate building owners who have “alternative” types of graffiti on their property.

Chad (graffiti) - Wikipedia, the free encyclopedia
Chad was an ubiquitous piece of popular culture graffiti often seen in the United Kingdom during and shortly after World War II.
The graffiti consisted of a cartoon of a small, round head with a long nose poking over the top of a wall, with a complaint about shortages written underneath; the cartoon itself is better known to many as "Kilroy", since it often accompanied the slogan "Kilroy was here".
As rationing became less common, so did the joke; while the cartoon is occasionally sighted today as "Kilroy", "Chad" and his complaints have long fallen from popular use.

Though Chad was popular in England, just as Kilroy was in the US military, still nobody (other than James J Kilroy) has stepped forward to claim him as their own invention, even though there were 26 men named Kilroy in the military during WW2.
