In 1982, Hwanghae was split into North and South Hwanghae Provinces.
Also in 1982, the new province of Chagang was formed from the eastern part of North P'yŏngan, while Yanggang Province was formed from parts of North and South Hamgyŏng Provinces.

 Kanggye - North Korean Special Weapons Facilities
According to defector reports of uncertain reliability, underground facilities in Chagang Province are for manufacturing nuclear warheads or storing plutonium.
The Third Bureau of Engineers, a military unit under the party Central Committee that specializes in building nuclear facilities, is said to be responsible for the construction activity.
There are a number of munitions plants in Chagang Province, and the area may have chosen to assemble special weapons with parts manufactured at adjacent munitions plants.

 Famine Witnessed by 472 North Korean Refugees Interviewed in China
Despite the agricultural harvest from October 1997 and ongoing international food assistance, the North Korean famine continues to claim a large number of victims-particularly in the city of Hamhung in S. Hamkyung and Chagang, which borders the mountainous Chinese side-though the causes and number of deaths appear to be changing.
Proportionately more food should be moved into the urban areas of the Northeast and Southeastern provinces, especially Chagang province and Hamhung city.
More food monitors are needed with greater unrestricted access to those at greatest risk to ensure that food gets to the two population groups dying at the highest rates-children and the elderly in urban areas.

 DPRK-Food supply and aid
Chagang Province, bordering China, was inaccessible for WFP monitoring since October 2004, making the agency stop delivering food assistance from early last December to late February.
"With the seven counties in Chagang reopened, WFP now has access to 158 out of 203 counties and districts, representing 83 percent of the population," the WFP said in the report issued on March 18.
Bourke, who answered questions sent by email, said that because the UN-run food agency follows a strict policy of "no access, no food," there are seven counties in Jagang province, and one county in South Hwanghae province that receive no food aid because the agency's staff is not allowed to monitor conditions there.
