The Borough of Chaguanas is the largest (67,000, 2000 census) and fastest-growing town in Trinidad and Tobago.
Chaguanas became a borough in 1990; prior to that it was part of the County of Caroni.
Chaguanas is bounded to the north by Munroe Road, to the east by the Gandia River, to the souith by the Honda River and to the west by the Gulf of Paria.

Chaguanas, which is located in the County of Caroni on the Western coast of Trinidad, lies 35 km from the main city of Port-of-Spain in north Trinidad and 57 km from the city of San Fernando in south Trinidad.
Chaguanas' early history as a sugarcane and to a lesser extent cocoa plantation economic system began with the settlement of the British in 1797 until very recently in the 1960's, when housing developments began to alter the mainly agricultural landscape.

Chaguanas was given its name by Spanish settlers in the 18th century when the community was inhabited by an Amerindian tribe of the same name.
In 2000, the population of Chaguanas was estimated to be approximately 19,000 people, and about 75% of the area was being used for agriculture, primarily sugar cane.

At the beginning of the court proceedings, Persad-Bissessar complained to Magistrate Alert that she was assaulted and man-handled by a senior police officer outside the court.
Chaguanas MP, Manohar Ramsaran and MP for Caroni Central, Hamza Rafeeq, along with political analyst Kirk Meighoo, were arrested and subsequently charged by police officers for their involvement in the demonstrations.
Insisting those arrested were well within their rights to march along the streets of Chaguanas, was Attorney-at-law, Anand Ramlogan, who felt the actions of the police officers were a clear indication of discrimination towards the East Indian Community of the country.

Ever since the Solomon Hochoy Highway was built back in 1973 or thereabout, it triggered the rapid expansion of Chaguanas (which travelers between the North and South could easily access) and the equally rapid decline of Couva.
I think the first reality that the mayor and all those involved in "reforming" Chaguanas need to understand is that at the core, the borough had its roots as a "market town", and it will always remain that way.

In a society where the majority of people live beyond their means, the police are an example of sacrifice and thrift that deserves notice, if not by me, certainly by the Inland Revenue Department or the Internal Affairs Department of the Police Force, if one exists in this country.
However, I have become very cynical about the police and know that sometimes, when on a weekend in the middle of the month some policemen find their funds low and the demands from the many ladies they support high, they go out and set up a speed trap.
It is also possible that they might have been unable to spell "Chaguanas" and so went out on the Butler Highway, "butler" being easier to spell.

Beera, who sold vegetables at the Chaguanas market, was attacked by the two dogs at her home on June 23, and after neighbours managed to kill one of the dogs and chase the other away, rushed the bleeding woman to the hospital.
