I think oftentimes, these regional chains are owned by larger chains, but they keep the original name of the regional company when they buy it up because the larger company assumes the regional name has better cred than a large outsider would have in said region.
The apparent diversity of regional chain stores is deceptive as many of the "regional" stores were once independent but are now branches of national chains that retain their local name because of brand loyalty.
They bought the dominant local chain at the time, Kohls (yes, that was the same Kohls as the department store chain that went national, and the same Kohls as US Senator Herb Kohl (D-WI)) and ran Kohls into the ground, too.
