In the Chambal command area, the interaction between the staff and the catchment committee was quite regular and reasonably effective in the late 1970s when on-farm development works were done by the staff based on bank loans that the farmers had to repay.
In the Chambal project, efforts at demonstrating improvements in water management and the organizing of agriculture extension field days as well as campaigns to popularize subsurface drainage and such, somehow started off a round of creation of water user associations.
