Chamberlain was enthusiastic about the requirement for the provision of free, secular, compulsory education, stating that 'it is as much the duty of the State to see that the children are educated as to see that they are fed.' He also pointed to the success owed by the United States and Prussia to public education.
Chamberlain's scope for manoeuvre was restricted between 1880 and 1883 by the Cabinet’s occupancy with difficulties concerning Ireland, Transvaal and Egypt.
Chamberlain was eager to use this as a starting point for the reordering of Britain's trade, and he was encouraged by a report submitted in June by the President of the Board of Trade, Gerald Balfour, the Prime Minister's younger brother, which suggested that reciprocal agreements with the colonies might be beneficial.

 Wilt Chamberlain
Wilton Norman Chamberlain (August 21, 1936 – October 12, 1999) is regarded as one of the greatest basketball players of all time, though he played on only two NBA championship teams.
Born in Philadelphia, Pennsylvania, Chamberlain drew national attention playing at Overbrook High School in the city, played two years for the University of Kansas, where he earned All-American honors twice (losing a national championship in triple overtime), and went professional in 1958.
Chamberlain always wore a rubber band around his wrist, due to a superstition, and was fond of saying that "Nobody roots for Goliath." He died unexpectedly of a heart attack in his sleep in his Los Angeles, California home.

Joseph Chamberlain was born in London to a successful shoemaker.
At the age of 16 he was apprenticed to the shoemaking business, and at 18 was sent to Birmingham to join his uncle's screwmaking business, Nettlefolds (later part of Guest, Keen and Nettlefolds), in which his father had invested.
Both Austen Chamberlain (1863-1937) and Neville Chamberlain (1869-1940) were prominent Conservative politicians; Neville served as Prime Minister from 1937 until 1940.
