Champcars is the name of the cars involved in premier open wheeler United States auto racing for decades.
Champcar is also the official name of the racing series being promoted as the Open Wheel Racing Series since early 2004.
Champcar, like its predecessor USAC, was dominated by North American drivers until the 1980s when former Formula One drivers like Mario Andretti, Bobby Rahal, and Danny Sullivan competed.

Champcar, a shortened form of "Championship Car," has been the name for a class of cars used in American Championship Car Racing for many decades.

The tires in F1 are super sticky compared to the ChampCar tires, as there is no competitor in that series, they can focus on making them last, whereas in F1 Bridgestone and Michelin have to make them as fast as possible.
ChampCars develop something in the region of 850bhp in their full-boost trim (which they don't use on road courses because then the engines are not sufficiently flexible.
Also, I have heard while watching a CART race that the ChampCars are producing lower power levels this year, but with higher boost pressure, somewhere in the range of 750 hp.

I think that you are getting confused with the Champcars which race in the Fedex CART Championship.
Due to being turbocharged, Champcars are able to run lean and save fuel by reducing the amount of methanol/air being forced into each cylinder (turbo engines produce extra power on the principle of forced induction).
Generally speaking, F1 engines are unable to regulate their fuel consumption to the same degree as a Champcar due to them being normally aspirated (non-forced induction).

Bearing all these numbers in mind, yes, F1 cars are faster than ChampCars around a circuit such as Montreal, but at approximately four seconds a lap slower so far this weekend, the comparison of speeds has seen CART a lot closer to F1 pace than most would have imagined.
The target time for CART will be a 1:17.934 — should this lap time be achieved, then in theory at least, a ChampCar would have the pace to qualify for a Grand Prix.
