  Broken Men
The Chandalas are named 'evil men' and dwell apart from others; if they enter a town or market, they sound a piece of wood in order to separate themselves; then, men knowing they are, avoid coming in contact with them.
The Chandala is not a good case to determine the existence or non-existence of Untouchability.
The Brahmins have regarded the Chandalas as their hereditary enemies and are prone to attribute to them abominable conduct; hurl at them low epithets and manufacture towards them a mode of behaviour which is utterly artificial to suit their venom against them.

  Caste - Printer-friendly - MSN Encarta
As society developed (after the heights reached by Harappan culture, the Aryan period initially represented a considerable step backwards), the area under settled agriculture expanded, and trade and the arts began to flourish, resulting in the slow rise of the Shudras into the roles of cultivators of the land, and skilled artisans.
Manual work was regarded as essentially unclean, and those associated with it could not be allowed to enter into intimate contact with the higher castes, and in particular with the Brahmins, who performed religious ceremonies before which they, too, had to purify themselves by bathing.
Thus, in addition to the taboo on intercaste marriage, the Chandalas, in particular, were not to be allowed near the preparation of food for higher castes, or even into temples (especially in South India).

Chandala - Wikipedia, the free encyclopedia
Chandala or Chandal is an opprobrious term, reserved for a despised and enslaved group of indigenous people of India in the elite Sanskritic literature.
We have Carmanna (a tanner of hides) in the Rig Veda (VIII.8,38) the Chandala and Paulkasa occur in Vaj.
Chandala as a term of despised caste was used even in Dravidian speaking South India and amongst the Prakrit speaking colonists from North India in Sri Lanka.

Untouchables like Chandalas, Kaibartas and Doms, though serving the Aryans in the most menial and dirtiest tasks, were completely excluded from their social order.
What was for the Chandalas a racist humiliation could, on the other hand, be a reasonable disease prevention measure to safeguard the conquering race.
A majority of the population of this land still seems to be comprised of Chandalas, their descendants and inheritors, if not by blood, of course by virtue of uncouth culture and behaviour.

Chandala is the term used in some Hindu scriptures.
Karma Chandala referred to the status achieved because of certain kinds of actions, such as the killing of a Brahmin, sleeping with the wife of the teacher or consuming liquor.
This is a reflection of the utter lack of attention or interest on the part of the governments, both at the federal and the state levels, to deal with issues of sanitation, infrastructure and modernization.

A rigid class structure divides the people into four varnas (castes), plus the chandalas (“untouchables”) who are outside and below the varnas proper.
Below even the shudras, and technically outside the varna system altogether, are the chandalas, or “untouchables.” The chandalas perform the tasks that make them unclean, much like the eta of Rokugan—tasks such as cremating the dead or butchering meat.
The chandalas are “untouchable” because a member of a higher caste must undergo ritual cleansing if she comes into physical contact with a member of this group.

When Yajnavalkya I.93 or Gautama IV.20 say the Chandala is outside dharma, it only meant he was excluded from Vedic rites such as the upanayana (sacred thread), and not that he was prohibited from reverencing Hindu deities or released from adherence to the Hindu moral code.
It was society, for reasons historians must decide, that began differentiating between Shudras and castes like Chandalas, and added a growing number of castes to a list of 'untouchables'; the sastras do not legitimise these practices.
Given this explicit inclusion of all castes within the fold of dharma and temple worship, it is unfortunate that the ugly face of Hindu arrogance has risen, for the second time in two years, in Orissa's Kendrapara district.
