The Ulfa uses Changlang and Tirap districts of Arunachal Pradesh as its transit route to reach its first and second battalion camps in Myanmar and Mon district of Nagaland.
According to intelligence reports, the Ulfa decided to shift its bases to Arunachal Pradesh, particularly Changlang district, after the crackdown by the Royal Bhutan Army in the neighbouring country.
However, there was no report that the Ulfa had actually established camps in Changlang district, the officer said.

The virgin forests of Arunachal Pradesh, specially of Changlang district including the world famous Nam-dapha National Park where a tiger project in located, the Miao Reserve Forest and the bio-diversity obtaining in these area have already been threatened due to the largescale encroachment of forest land.
The rights of the local inhabitants of the Changlang district, mostly belong to the Singphoes, the Tangeas, the Khamtis, the Deuries.
Out of them about 62,000 people are living in the Changlang district and the rest in the districts of Lohit and Papumpare.

The NSCN (I-M), which claims that the easternmost districts of Tirap and Changlang are part of “Nagalim”, has written to community elders, village headmen and public leaders in the two districts not to elect anybody without its consent.
The state government has called off the elections in Tirap district as a “precautionary measure”, but polls will be held in the other districts as per schedule on April 2.

The other pertinent fact to note here is that the political, social and migratory history of the people of Arunachal Pradesh, more so of the tribes of Tirap and Changlang districts, has beem completely different from those of Nagaland.
Obviously when one hears that the Government has decided to carve out two autonomous district councils in Tirap and Changlang, one cannot help wondering if the Centre had entered into a secret deal with the NSCN-IM in respect of its demand for greater "Nagalim."
This was done despite the objections by the then Mithi Government and representation of the Registrar General of India and the Scheduled Castes and Scheduled Tribes Commission in this regard.
