Customizing chanter reeds for sound can be a bit of a mystical art, sometimes shrouded in secrecy.
An alternative to modifying the reed is to tape the top of the chanter hole to flatten the note that is too sharp.
An inconsistent F is known as a "collapsing F" or as a "double-toning F." The note varies wildly with small changes in pressure.

The problem with the pipe chanter is that when the temperature changes, the tuning of the chanter will also change, and not always evenly throughout the scale.
Once your chanter is tuned however, you may find that at a later date, in a different environment, a slight alteration to your Low G, Low A, and maybe B, is all that will be required to correct your scale relative to the drones.
You will hear the relationship between the drone and chanter alter as the D becomes flat or sharp relative to the drone, or, as the drone becomes flat or sharp relative to the D - it depends on your point of view.

There's not a lot of space for the reed in the bore of the reed-cap and, obvious as it may be, one must be cautious not to "stub" the lips of the reed against the bottom edge of the cap.
When playing the practice chanter, after a time condensed moisture from your breath will collect within and around the reed and it may be necessary to remove the reed-cap/blowpipe to get rid of it.
If it is necessary to transport the chanter disassembled, for example to fit it into a briefcase, remove the reed and place it into the reed-cap, followed by a wad of paper to keep it from falling out.

In short: "In/up, out/down." Lowering the chanter reed into the chanter shortens the distance between it and the holes in the chanter and raises the pitch.
