He travelled to Luoyang (the Han capital) to seek aid from the Han court, but at this time the Han court was in disorder from the clash between Grand General He Jin and the eunuchs, and the intervention of the warlord Dong Zhuo.

By sending a Chinese princess to the Chanyu (leader, chieftain, khan) the Xiongnu became relatives of the imperial house of Han and reduced their border raids (a diplomatic method called heqin 和親 "peace by marriage").
Under Khan Modu the steppe empire of the Xiongnu was divided into three parts, the middle realm governed by the Chanyu himself, the eastern and western part by a Xiongnu viceroys (zuo/you tuqi wang 左右屠耆王, by the Chinese translated as "wise prince" zuo/you xianwang 左右賢王).
