BROWN BUT NOT BRAZEN: Tamer Chapatsu Hair Colors Take Hold
Chapatsu is one of the approximately 10,000 new entries that were added to the newest edition of Kojien, published in November 1998.
Chapatsu is generally achieved either by bleaching or by dyeing; sometimes both processes are used to allow the dye to penetrate deeply into each strand.
The chapatsu fire was lit in the early 1990s among high school girls, after which it spread to women in their twenties--who found that it augmented their clothes and makeup or matched their suntans--and even to young men.

Actually, the Chapatsu phenomenon has grown so large that it may not be an understatement to say that Japanese who have un-dyed Kurokami, or 'fl hair', are now in the minority.
This Chapatsu boom has been accompanied by other fashions, such as 'loose socks', puri-kura 'print-club' [Pretty Club??] - that is, miniature photo protrait seals -, as well as body piercing and platform shoes.

Having noticed the popularity of chapatsu among the Japanese when I was at the Narita airport, I am still surprised by the HAIR STAT!
The shades of colour can vary quite a lot from stddent to student: there are dark browns not so unlike fl to lighter browns/reds/blondes.

Hair dyeing took off with such popularity here in the 1990s that Japanese came up with the new word chapatsu, or tea hair, for it.
Referring to bleached or light brown hair on high school girls who started the trend as a sign of rebellion, chapatsu soon caught on among young women.
The trend took on a new twist after the mid-90s when people ditched chapatsu for an assortment of colours ranging from shocking pink to lime green and indigo.

However, there is no way in personal experience to separate the more gross differences in the races, such as size, skin tone and hair color, from just the face, and these factors may influence my perceptions significantly.
Chapatsu might have been a helpful distinguishing feature a few years ago, but now it seems everybody, young and old, women and men (well, maybe not old men) is having it done.
Once when a Nikkei e-friend and I (a shin-issei) were to meet for the first time at a busy Tokyo train station, we arranged that he would be holding a copy of the English-language newspaper "The Japan Times".

There is a saying in Japan that "the nail that stands up gets hammered down", meaning that for the sake of group harmony any individual who flaunts the norms of Japanese society faces strictures and possible ostracism.
Thus there are Japanese societal ramifications concerning chapatsu, or tea hair, wherein large number of young Japanese are dyeing their hair brown.
An article in the New York Times by Nicholas D. Kristof discussed the phenomenon and provided possible reasons why the young people desire chapatsu.
