Newly created player character spells that rely on faith (i.e., cleric, druid, ranger, paladin, etc.) will (at the whim of the gods) be open to all those (player character and non-player character (NPC) alike) sharing the same class or faith.
Characters created must meet all the requirements (racial, etc.) and follow all the rules outlined in the Third Edition Player’s Handbook (3E PHB) and the House Rules detailed herein.
All backgrounds must be approved by, and are subject to change by, the DM (remember your character's history is only her perception of the events, not necessarily what really happened).

You do not have to be in a clan to pkill, but both you and your victim must have chosen to participate in pkilling at creation.
