Private Charles Fletcher Bailey was one of the members of the Fifth Iowa Volunteer Infantry who continued to keep the sacrifices of the veterans alive in the Nation's memory through active participation in the Grand Army of the Republic.
Bailey was best known as a member of the Iowa General Assembly serving in the Twenty-fifth and Twenty-sixth regular sessions and in the extra session that prepared the Code of 1897.
Commander Bailey then took charge of the meeting and stated that as in the days of old on the battlefield they were accustomed to follow the leaders.
