Charles Cowper (1807-1875), politician and pastoralist, was born in England, son of Rev. William Cowper and his wife Hannah.
Cowper was a member of the old Legislative Council (1843-1850, 1851-1856) and was elected to the board of the Sydney Tramway and Railroad Co. in 1849.
Cowper was elected a member of the NSW Legislative Assembly for the seats of Sydney (1856-1859), East Sydney (1859-1867) and Liverpool Plains (1869-1870).

Conservatives dominated the committee and Cowper, who had little taste for their objectives or for abstract contests on forms of government, disliked the proceedings and was active only in opposing the nominated upper house and the electoral provisions that had been designed to perpetuate the political power of large landholders.
Cowper's strongest interests were revealed in September 1854 when, with great energy, he moved an unsuccessful vote of censure against the government for weak administration and attacked the 1855 estimates as too small for the public works that the colony needed.
Cowper was appointed C.M.G. in 1869 and K.C.M.G. in 1871.

This was completed in 1867 and (Sir) Charles Lilley (q.v.), another member of the commission who was eventually to succeed Cockle as chief justice, stated that the major part of the work had been done by Cockle.
In the John Robertson (q.v.) ministry which was formed in March 1860 Cowper held the position of chief secretary, and in January 1861 he became premier with Robertson as secretary for lands.
Cowper induced the new governor Sir John Young to appoint 21 new members to the legislative council, but before administering the oath to the new members the president of the council, Sir W. Burton (q.v.), announced his resignation and left the chamber.

In the chancel of the current church there is a tablet to the memory of the Venerable William Cowper, who in his 49 years as the Rector of both the first and second St Philip's is remembered as one " who gave himself wholly to the work of the ministry".
Among his distinguished children were Charles Cowper (later Sir Charles), five times Premier of New South Wales and the Very Reverend William Macquarie Cowper for 44 years the Dean of Sydney and the second Rector of St Philip's.
