  Human Genome Project - Wikipedia, the free encyclopedia
The Project was launched in 1986 by Charles DeLisi, who was then Director of the US Department of Energy's Health and Environmental Research Programs.
The goals and general strategy of the Project were outlined in a two-page memo to the Assistant Secretary in April 1986, which helped garner support from the DOE, the OMB and Congress, especially Senator Pete Domenici.
President Clinton had already awarded the Citizen's medal to DeLisi for his seminal role in the Project, in January 2000, before the completion of the Project was announced.

Nationally known scientist Charles DeLisi, a finalist for the chancellor's job at the University of Wisconsin-Milwaukee, said during a public forum Thursday that a major challenge in this century is ensuring that the fruits of scientific endeavors are available to everyone, not just the wealthy and the West.
DeLisi currently holds faculty appointments as well as the rank of senior associate provost for biosciences at Boston University.
DeLisi said there would be "zero chance" he would come to Milwaukee if his wife, Lynne, a well-known professor of psychiatry at the NYU School of Medicine, wasn't given a comparable position in Wisconsin.

DeLisi, a professor and director of bioinformatics at Boston University, hopes to create a virtual human whose organs will be dispersed among research facilities across the country.
It would be a distributed computer program that uses algorithms to re-create the functions of the human body, and in particular to study how functions in one part of the body impact others.

Therefore, knowing the function of one gene in a fusion event may be useful in characterizing a gene of unknown function, the researchers propose.
Charles DeLisi, of the Department of Biomedical Engineering, Boston University, led the study.
Because genes being linked tend to be dissimilar in sequence, the researchers say, fusion-link analysis may complement other strategies for characterizing genes such as sequence similarity searches, DNA microarray expression profiles, and phylogenetic analyses.

He and Charles DeLisi, a professor and director of bioinformatics at Boston University, say they're looking to private companies -- pharmaceutical firms and technology vendors such as IBM -- to fund this research.
Pharmaceutical companies already benefit from limited computer models of the heart and liver that are used for drug testing.
