Ellicott showed considerable diplomatic talent during this joint project to bring it to a successful completion, and he presented his final report with maps to the government in 1800.
Ellicott returned to private practice and was hired in February 1811 by David B. Mitchell, then governor of Georgia, to re-survey the border between Georgia and North Carolina to settle a border dispute between these two states.
In 1817, Ellicott was again called upon to participate as astronomer in a field survey to establish the western border between Canada and the United States, which had been defined after the War of 1812 in the Treaty of Ghent to run along 45°N. It was the last big survey that he performed.

 Pierre Charles L'Enfant - Wikipedia, the free encyclopedia
Pierre Charles L'Enfant (2 August 1754; Paris, France – 14 June 1825; Prince George's County, Maryland) was a French-born American architect and urban planner.
The plan was put in the hands of the surveyors, Andrew and Joseph Ellicott who had conducted the original surveys of the Federal District of Columbia with the assistance of Benjamin Banneker, a mathematician.
L'Enfant was not paid for his work and fell into disgrace, spending much of the rest of his life trying to persuade Congress to pay him what he felt he was owed.

By 1861, Ellicott's Mills was a prosperous farming and manufacturing area, one of the greatest milling and manufacturing towns in the east.
The only chartered city in the county, Ellicott City lost its charter in 1935 and was designated an historic district by the county in 1973 and today serves as the county seat.

Ellicott City celebrated its bicentennial in 1972, four years before the United States; while Columbia, the metropolitan center, was carved out of rolling Howard County farmland only thirty years ago.
In 1707, a large land grant, Doughoregan Manor, was deeded to Charles Carroll, grandfather of the signer of the Declaration of Independence, Charles Carroll III.
Howard County became the 21st of Maryland's 23 counties in 1851, with the county seat at Ellicott Mills.

To preserve the Society during the French Revolution in the face of attacks on the Catholic Church, clergy were moved to North America, and a group of Sulpician priests sent to Baltimore, the recently established episcopal see headed by Bishop John Carroll.
Charles College, created in 1830 on land in Howard County donated to the Sulpicians by Charles Carroll, although financial difficulties forced delay of its opening until 1848.
Charles College remained at its original site in Ellicott City until destroyed by fire in 1911, after which it was located at Maiden Choice Lane in Catonsville (Baltimore Co.), until closing in 1969.
