It was designed by the politician and agronomist Charles Gilbert Romme, although it is usually attributed to Fabre d'Églantine, who invented the names of the months.
A fixed arithmetic rule for determining leap years was proposed in the name of the Committee of Public Education by Gilbert Romme on 19 Floréal An III (8 May 1795).
The proposed rule was to determine leap years by applying the rules of the Gregorian calendar to the years of the French Republic (years IV, VIII, XII, etc. were to be leap years) except that year 4000 (the last year of ten 400-year periods) should be a common year instead of a leap year.

Gilbert died in the 1950's but I guess his wife is still living at the old homestead at the fork of the road in the upper village between the of North Franklin St. and River Road of Athens.
Charles was a steamboat captain on the Hudson River.

Something of the sort had been suggested in 1785 by a certain Riboud, and a definite scheme had been promulgated by Pierre Sylvain Marechal (1750-1803) in his Almanach des honnetes gens (1788).
The business of drawing up the new calendar was en-trusted to the president of the committee of public instruction, Charles Gilbert Romme (1750-1795), who was aided in the work by the mathematicians Gaspard Monge and Joseph Louis Lagrange, the poet Fabre d'Eglantine and others.
The result of their labours was submitted to the convention in September; it was accepted, and the new calendar became law on the 5th of October 1793.

Romme used travels as a means of education; the teacher and the student traveled much in Russia, then, in 1787 went abroad, first to Switzerland, then, in 1789 to Paris.
Romme founded the Friends of Law Club, and the young Count Stroganoff became a member; they both became members of the Jacobite Club.
In 1795 he was chosen to draw up an inventory of works of art seized during the French Revolution from religious foundations and the houses of émigrés, with a view to establishing a museum.

It was, however, a mere toleration until the king should reach a final decision.
