Charles Edward Magoon was United States minister to Panama and governor of the Panama Canal Zone, 1905-1906, and provisional governor of the Republic of Cuba, 1906-1909.
Charles Edward Magoon was born in Steele County, Minn., the son of Henry C. Magoon and Mehitable W. Clement Magoon.
Magoon was educated at the University of Nebraska.

Charles E. Magoon was appointed Governor on April 1, 1905, to succeed Maj.-Gen. Davis, and he served until September 25, 1906.
Gov. Magoon had powers as extensive as Gov. Davis, and the present civil government was rounded into form under his direction.
In 1912 there were 25 buildings for both white and colored pupils, with 46 white and 28 colored teachers, an enrollment of 1,240 white and 1,524 colored pupils, and an average attendance for the former of 904, and of the latter, 688.

 The Army Medical Department 1865-1917: Public Health in Cuba
Charles E. Magoon, appointed as provisional governor of Cuba in October 1906, theorized in a report to Secretary of War William H. Taft that a patient in the hospital with a mild and therefore undiagnosed case must have been bitten by a mosquito that in time transmitted the disease to the nonimmunes in that facility.
After noting that sanitation outside Havana had been left to local authorities who did not cooperate with efforts to maintain appropriate standards, presumably including those calling for the elimination of sites where mosquitoes could breed, Magoon concluded that the sanitation service must be managed on a nationwide basis.
Many diseases still plagued the population, among them smallpox, malaria, dysentery, and typhoid, but Magoon's primary interest was apparently yellow fever, always a greater problem for strangers to the island than for Cubans.

Magoon's most notable accomplishment was the establishment of a commission to organize and compile Cuban law, previously a morass of Spanish codes, military orders, and public decrees, into a single canon.
Magoon served until January 28, 1909, when José Miguel Gómez entered office as the second Cuban president and quickly encountered another form of U.S. intervention.
