Charles C. Saunders was born in Monroe county, West Virginia, on September 24, 1860, being the son of Lewis W. and Julia (Harlen) Saunders, natives of West Virginia.
Saunders is one of the jolly bachelors of the reservation country and is also one of the esteemed and substantial men of this section.

Saunders filed a civil rights class action against the 106th Congress of the United States and the President of the United States in the United States Distrrict Court for the Northern District of Texas on January 4, 2000, challenging the constitutional validity of the doctrine of sovereign immunity.
Saunders attacks the findings of the district court on the grounds that (1) it is a combination of unfounded findings of fact and conclusions of law and (2) it goes beyond controlling stare decisis judicial opinions of this Court.
Saunders is, beyond any question of reasonable doubt, being deprived of his Fifth Amendment rights of due process and equal protection of the laws as long as Article III courts refuse to adjudicate the challenged constitutional validity of the doctrine of sovereign immunity.

Charles E. Saunders, a shy, quiet young man, was bullied by a dominating father into becoming a chemist instead of following his heart-felt wish to become a musician.
By then, Charles was a student at the University of Toronto, his wish to pursue music having been overruled by his father, and spending his summers working with a brother, Percy, on one of the experimental farm’s major interests — development of a wheat strain that would mature in time to escape imminent frost.
By 1909, McKay advised Saunders he had complete confidence in it.Named Marquis by Saunders, it was distributed to the farmers of the West for the spring planting of 1910.

Saunders' first step in the political arena was as Mayor of Summerside, an office he held for four terms.
Saunders' tenure of office as Premier was of short duration, three years only, he was interested in the betterment of all Islanders; improvement of the Island's educational standards by revising the curriculum of the public schools and increasing the salaries of teachers and the necessity of improved roads throughout the Island.
At the time of Premier Saunders' death on 18th October, 1943, a Charlottetown newspaper noted that Premier Saunders had differed from most of his predecessors in that he had a political success "unaided by wealth and influence" and had overcome this by virtue of hard work and perseverance.

It is specifically referenced in the Indictment that Saunders and Fitzgerald sought to cover up a situation where Saunders, Phillips and Madison performed sexual acts with a blindfolded girl.
If convicted on all counts, the maximum penalty faced by Saunders is 30 years imprisonment and/or a fine of $750,000; Fitzgerald is facing 35 years imprisonment and/or a fine of $1 million; Phillips is facing 20 years imprisonment and/or a fine of $250,000; and, Madison is facing 5 years imprisonment and/or a fine of $250,000.
