I think it's important to consider that when a dog does something like this, it really has more to do with situational events as the dog perceives them than it does with the motives of a particular person and we can misinterpret those motives if we assume otherwise.
In my dog's case, the man was simply being social, not threatening in any way...but in my little springer's head she saw a stranger reaching into her space towards "her" child.
I would never use my dogs reaction to someone to be the end all and be all, but if they are on guard, there is a reason for this.
