Charlie McCoy (born March 28, 1941 in Oak Hill, West Virginia is an American musician noted for his harmonica playing.
As a result of this successful collaboration, the door was opened wide for McCoy and he went on to work as a sessions player for some of the other big names in music including Elvis Presley, Bob Dylan, Johnny Cash, and Paul Simon.
Charlie McCoy has an international reputation and over the years has developed a strong following in Japan and Europe where he tours on a regular basis.

Charlie has since cut his session appearances down in the last few years to provide more time to tour in Europe and Japan in addition to the U.S. In addition to his country sessions, Charlie McCoy was a mainstay on Elvis Presley recordings both in Nashville and Los Angeles.
While Charlie McCoy is predominately known as a harmonica player (he endorses the Hohner brand of harmonica) his musical prowess encompasses most instruments including guitar, bass, drums, keyboards as well as a variety of wind and brass instruments.
Charlie was given the "Musician" award from R.O.P.E. in 1994, elected to the German-American Country Music Federation Hall of Fame in 1998, and to the Hall of Fame of the North American Country Music Association International in 2000.

My dear friend Charlie McCoy also performs on this CD - the fifth CD we've made together.
One of my friends, Otto Teglgaard, has written the music for "Painting the rain" and the remaining 2 songs are some of my favourites: Willie Nelsons: "Ain't necessarily so" and Kathy Matteas: "Listen to the radio".
It has been a fantastic experience to record this CD with the musicians Bob Courter (drums), Tim Atwood (piano), Kenny Berry (bassguitar), Jim Unger (violin), Charlie McCoy (harmonica), Mike Headrick (steel-, acustic- and leadguitar, dobro, mandolin, banjo and 6-string bassguitar), Jackie Harling (chorus).

So, according to Kooper they were recording the cover songs all along and nothing here to indicate that there was any actual original material being worked on, which is contrary to what Dylan will say later on.
McCoy claims that they were really just overdubbing acoustic demos that Bob delivered and that he was rarely in the studio for much of the album.
The statements by Kooper and McCoy would seem to contradict this, though.
