  New Jersey: Legislator to Pursue Repealing Family Cap -- 09/07/1998   (Site not responding. Last check: 2007-10-09)
Assemblywoman Charlotte Vandervalk, R-Montvale, is seeking to repeal the family cap provision, which permits the state to deny additional cash benefits to women who have more children while on welfare.
Vandervalk's legislation, which is co-sponsored by Assemblywoman Joan M. Quigley, D-Jersey City, will be formally introduced when the Legislature returns to session in the coming week.
Vandervalk said she also is concerned about a recent study that found the policy appears to be responsible for about 240 more abortions per year among welfare recipients.

Assemblywoman Vandervalk was also the chairwoman of the Commission for the Study of Pain Management Policy which developed 19 recommendations to ease the lives of those people with acute, chronic, or end-of-life pain.
She was a councilwoman in Montvale from 1980 to 1985, and served as a Bergen County Freeholder from 1986 to March 1991 when she resigned to serve in the Assembly.
Vandervalk and her husband, James, reside in Hillsdale and have four children and nine grandchildren.

ASSEMBLYWOMAN VANDERVALK: I would also like to address your point, which is very well taken, but a lot of hospitals, and even some of the private clinics, will specify a certain period of time where they will have screening programs, and the cost comes down dramatically.
I think Assemblywoman Vandervalk opened with some of her concerns about the length of clinical trials and the problems we are enduring already.

She then discussed the school portion of our property taxes, and she explained the New Jersey Supreme Court decision that requires the state to fund the 30 poorest school districts with an equal amount as the richest districts pay per pupil.
The 30 poorest districts are referred to as Abbott Districts.Assemblywoman VanDerValk said that a statewide referendum would be required to change this procedure.

Assemblywoman Charlotte Vandervalk, R-Bergen, a sponsor, said the measure was designed to help local governments hire retired public workers for hard-to-fill municipal posts, while keeping taxpayer costs down.
Vandervalk said the measure wouldn't cost the state more in pension expenses -- and would save towns from having to pay pension costs and benefits for workers who already collect from the state pension system.

Gabbert explained that towns in the 39th District which Vandervalk and Rooney have represented for nearly 40 years combined “received virtually nothing” from the massive bond sale, which was done with no referendum as required by the State Constitution and which poured nearly every dollar into heavily Democratic Urban School Districts.
The State Supreme Court ruled that the debt could be sold, but that the state is not required to appropriate money to pay this debt and a failure to repay these bonds is not a default against the State of New Jersey.
Vandervalk defended her vote for the $8.6 Billion in School Construction debt, saying that “every district benefited” even though nearly $7 Billion of the money went to pay 100 percent of the cost of new schools in 30 so-called “Abbott” Low Income school districts.

Legislation sponsored by Assemblywomen Carol Murphy and Charlotte Vandervalk that would require health insurers that provide prescription drug benefits to also cover the cost of contraceptives was released today from the Assembly Banking and Insurance Committee.
According to the bill, A- 2167, ‘contraceptives’ would include any drug or device used for contraception by a female that can only be purchased with a prescription, including birth control pills and diaphragms.
Murphy and Vandervalk noted that several states have enacted laws requiring insurers to cover the cost of prescription contraceptives including Connecticut, Hawaii, Georgia, Maine, New Hampshire, Nevada, Carolina, Vermont, Iowa, Delaware and Rhode Island.

State Assemblywoman Charlotte Vandervalk (R), the bill's sponsor and chair of the Health Committee, said she wants a system in which the state health department would telephone each person whose name is reported to the state HIV and AIDS registry and ask them for the names of their sexual or drug use partners.
When it was suggested that a phone call from the state health department to someone's home could cause problems for people who haven't figured out how to tell their loved ones, Vandervalk said the state would be "very sensitized to what could go wrong.
But if Vandervalk's understanding is correct -- that the state would contact individuals after their names are reported to the health department -- it would mark a huge change in procedures, some say.

The two bipartisan bills would provide grants for a health resource guide update and funding for an outreach campaign geared toward promoting breast-cancer awareness and facilitating the process of early detection.
