Chatham House, also known as the Royal Institute of International Affairs, is a non-profit, non-governmental organization based in London whose mission is to analyse and promote the understanding of major international issues and current affairs.
Chatham House is the origin of the confidentiality rule known as the Chatham House Rule, which provides that members attending a seminar may discuss the results of the seminar in the outside world, but may not discuss who attended or what they said.
On July 18, 2005, Chatham House released a paper on "Security, Terrorism and the UK" affirming that "[a] key problem for the UK in preventing terrorism in Britain is the government’s position as ‘pillion passenger’ to the United States' war on terror.

In the latter case, in accordance with the Chatham House tradition, it may be agreed with the speaker(s) that it would be conducive to free discussion that a given meeting or gathering, or part thereof, should be strictly private and thus held under the Chatham House Rule.
The influence of the rule has been so considerable that it has become common parlance in other institutes where confidentiality is required for the chairman to use an expression such as "We are holding this meeting (or part of this meeting) under Chatham House Rules."

Chatham House hosted the International Institute of Communications annual conference earlier this week.
Perhaps the problem with a Chatham House event - from a media perspective - is that everything of real interest is off the record under the Chatham Rule.
This rule probably does mean that delegates get some nice inside insight from the sessions but it doesn't really help anyone on the end of report like this one.

As a �blogger�, I had no idea what Chatham House Rules were, although I understood through context that they relate to non-attribution of people�s remarks to induce free discussion.
It's even funnier when professors mention the Rule, and look over at me ask 'you weren't planning on blogging this, were you?' Gee, professor, your Powerpoint on EC competition law is riveting stuff, I don't know how I can resist...
I find it perverse that the Rule is often applied to discussions concerning media and communications policy, and even more so when public officials are present.

This could be seen most obviously in the emphasis it laid on its world famous 'Rule', which read as follows: 'In order that speakers may feel free to express their opinion, all meetings of the Institute shall, unless otherwise stated, be strictly private.
The Rule implied that important confidential truths, if not actual secrets, would be disseminated at Chatham House events.
It was, of course, hardly a deterrent to any serious hostile intelligence service who were not going to give two hoots about this Rule, but it made Chatham House sound mighty important.

The entire conference took place according to the Chatham House Rule - this was a great aid to enabling all present to openly share information about our day to day security challenges.
It's important to point out of course that the Rule is only as effective as the audience are honourable and of course that it doesn't provide an environment in which confidential information can be shared.
