		Chegutu Member of Parliament Cde Webster Shamu said the ruling party’s victory in Chegutu heralds the beginning of Zanu-PF’s development plan for the town whose services had deteriorated during Mr Dhlakama’s reign.
		Cde Shamu said during Mr Dhlakama’s term of office, there was no sign of development in Chegutu, with the municipality failing to provide basic requirements to residents such as water, sewer reticulation, refuse collection and accommodation.
		Commenting on the Chegutu election, the Tsvangirai faction spokesperson Mr Nelson Chamisa alleged that the electoral management system was unfair.

		THE scandal-ridden Municipality of Chegutu has produced a damning report alleging that controversial ZANU PF councillor and deputy mayor Pheneas Mariyapera acquired 50 houses and stands worth millions in a well-orchestrated scam that could drag in senior government and ruling party provincial officials in Mashonaland West.
		The report, dated June 29 2004 and sent to Local Government, Public Works and National Housing Minister Ignatius Chombo on July 5 2004, was compiled by the acting town clerk, Marufu Chigwenzi Zinyowera, after residents and council workers had queried the continued decline of services in the town.
		According to the damning report, Zinyowera said to bring normalcy back to the Chegutu Town Council, issues that needed urgent attention included greed in the acquisition of property and stands by councillors and council employees and strategic recruitment and placement of workers with criminal intents leading to the abuse of the home ownership scheme.

		The nomination court for the upcoming Chegutu mayoral election was held on Friday in an environment that was described as peaceful but also full of surprise.
		Our contact in Chegutu was the former opposition councillor for ward 6, Cephus Magaso, and he reported that both factions of the divided MDC submitted candidates.
		The popular current mayor of Chegutu, Francis Dhlakama, told there has been an environment of fear and intimidation and that he had struggled to find people brave enough to put their names behind his nomination.

	Chombo defies parliament, reinstates Chegutu councilors
		Chombo said the 10, who form part of the ruling party dominated council, headed by a lone MDC member, mayor Francis Dhlakama, have to come back to work since time for their suspension has lapsed with no charges having been preferred against them by the police.

		At Laforte school in Chegutu, located some 140 kilometers (90 miles) west of Harare, three quarters of the 116 children have not paid the fees imposed by the government to cover education costs.
		Their parents -- peasant farmers who have taken over former white-owned commercial farms -- cannot pay the fee of 5,000 Zimbabwe dollars (94 US cents) per term.
