The Chelmer and Blackwater Navigation is the canalisation of the Rivers Chelmer and Blackwater in Essex, in the east of England.
An Act of Parliament was passed in 1793 authorising the construction of the navigation, and work began in October, with John Rennie as Chief Engineer, but with Richard Coates in charge in practice as Resident Engineer.
The navigation is unusual in that it was not nationalised in 1948 along with most other waterways in the UK and is still under the control of the original Company of proprietors of the Chelmer & Blackwater Navigation Ltd, albeit as of 2005 in administration.

Working with the Company of the Proprietors of the Chelmer and Blackwater Navigation Ltd, IWA’s Chelmsford Branch has identified works totalling in excess of £600,000 that need to be undertaken during the coming four years.
IWA works closely with navigation authorities, other waterway bodies, a wide range of national and local authorities, voluntary, private and public sector organisations to raise funds, lobby for support, encourage public participation and the Association supplies voluntary labour through its subsidiary Waterway Recovery Group.
The Company of the Proprietors of the Chelmer and Blackwater Navigation Ltd. was established by primary legislation in June 1793.

 Down the Chelmer and up the Blackwater
The Chelmer and the Blackwater and their tributaries, with their intricate pattern of parallel streams, water and drain about two thirds of Essex.
When the Navigation was made, the lower part of Langford Canal (opened in 1792 for serving Langford Mill) was filled in but the line of this can still be seen on Maldon Golf Course; the upper part of the canal, "The Langford Cut", is now used for supplying the water needs of The Navigation.
The Navigation Canal goes, with the towpath on the left bank, for its first 1½ miles in a straight line NW to Heybridge Town, at the entrance to which is, on the right bank, the magnificent warehouse built in 1863 for Bentall's Ironworks (established in 1811).

The Chelmer and Blackwater Navigation is a private navigation, outwith the Anglian river system, therefore your BCU Licence does not apply.
Either way, it's not much for a delightful little river that wends its way through pretty country from Chelmsford down to the sea at Heybridge (near Maldon), a river that I am sure you will enjoy, and be glad to have done.
We paddle up the Blackwater estuary past the town of Maldon, and on up to the point where the Blackwater and the Chelmer come close to one another, the Chelmer being perhaps ten feet higher.

The newly launched Friends of the Chelmer and Blackwater Navigation held their first event on Friday 19th July and were blessed by a warm sunny evening.
At the end of April this year the Chelmer and Blackwater was used to carry part of a giant jigsaw made to represent a geographical map of England and Wales showing all navigable waterways and also some under restoration.

For large groups or special events, it is possible to negotiate a cheaper rate by contacting the Navigation Company Headquarters at Paper Mill Lock, Little Baddow, Chelmsford (phone 01245 222025).
It is possible to portage over the weir into the Blackwater Estuary for about two hours either side of high tide, and continue down to Maldon as an alternative to the Navigation.
There are steps down the sea wall on both sides of the lock, and a small shingle beach on the left.

Maldon is an old hilltop town and river port at the head of the Blackwater estuary.
Because of the shallowness of the river Blackwater, many of the larger ships could go no further than Osea Island a mile away and the goods were transferred from there into Maldon by lighter.

Another 1.5 km on is the end of the river at Beeleigh, on the right 200m before the lock is the weir into the tidal estuary.
Below the lock the Blackwater joins from the left with a weir into the tidal river on the right.

The vessel is unusual in that it is double ended allowing the rudder to be hung at either end to avoid the necessity of turning her around.
Narrowboats are increasing in popularity on the Chelmer and Blackwater Navigation, last year saw another two, bringing the total up to around 15.
Although the navigation was build for 60ft broad beam barges, the traditional lines of narrowboats seem to fit the idyllic picturesque scene associated with the canal and they are also a good practical sturdy boat (ideal for those hard concrete locks!).
