		There are not many networks in place to monitor groundwater quantity or quality, although the Government of Québec maintains a record of wells dug in the province and characteristics of these wells, and has recently announced, through it's new Water Policy, the intent to become involved in spatial and temporal monitoring of groundwater resources.
		Analytical costs for groundwater quality in the first year will be a minimum of ~$40,000 and up to $120,000 if the Municipality decides to subsidize in full the costs for every household to have their well water tested for bacteria.
		Chelsea residents rely entirely on groundwater for domestic water uses and, as such, it is assumed that the primary concern to residents when considering water is groundwater availability (i.e., quantity)) and quality.
