Chertoff touts chemical plant plan - The Boston Globe
Several proposals to require all major chemical facilities to improve their security are pending in the Republican-controlled Congress, where similar bills have died in each session since Sept. 11, amid heavy resistance to imposing new regulations on the industry.
Chemical plant owners themselves, he said, should be left to make decisions about how to secure their own facilities, so long as their plans meet the government's performance standard.
And under no circumstances, Chertoff said, should plant owners be told they must switch to inherently safer chemicals in their manufacturing process -- even if doing so would eliminate the risks to surrounding residential areas and come at little or no extra cost to the company.

Chemical Manufacturing, Pharmaceutical and Medicine Manufacturing
Chemical manufacturing is divided into seven segments, six of which are covered here: Basic chemicals; synthetic materials, including resin, synthetic rubber, and artificial and synthetic fibers and filaments; agricultural chemicals, including pesticides, fertilizer, and other agricultural chemicals; paint, coating, and adhesives; cleaning preparations, including soap, cleaning compounds, and toilet preparations; and other chemical products.
From chemical ingredient ratios to chemical reaction rates, the operator is responsible for the efficient operation of the chemical plant.
Chemical companies are finding that, in order to remain competitive, they must differentiate their products and produce specialty chemicals, such as advanced polymers and plastics designed for customer-specific uses—for example, a durable body panel on an automobile.

While many chemical plant owners have taken steps to beef up security, there are a lot who haven't.
We are still hearing reports of chemical plants with lap-dated fences, under-sized guard forces, and unprotected tanks of hazardous chemicals.
Basically these plants are stationary weapons of mass destruction spread all across the country.

Fourteen hurt in N.C. chemical plant blast - Boston.com
An explosion at a chemical plant Tuesday injured 14 workers and set off a fire that spewed thick fl smoke, leading to the temporary evacuation of nearby residents, officials said.
The U.S. Chemical Safety and Hazard Investigation Board said it was dispatching a team from Washington to assess the explosion and fire.
The plant's last state Labor Department violation was in 1996; the company also was fined in 2001 and 2002 for violations in handling hazardous waste and has been fined four times since 2001 for violating air emission limits.

 Advanced Chemical Safety
Prevention of chemical incidents is still central to EHandS activity; it is just that now all of us must protect against criminal activity as well as against spills, over-exposures, and fires.
Plants have controlled perimeters, controlled access, and employee turn-over tends to be low.
CPI plants tend to have large buffer zones around them which helps prevent criminal activity at their fences.

Once such plants have been identified, the two agencies would be required to craft regulations requiring the plants to develop vulnerability assessments and implement response plans.
Plants would have up to year after the regulations' release to develop vulnerability assessments and up to 18 months to develop their response plans.
The bill envisions chemical plants working with local law enforcement and first responder units to develop vulnerability assessments and response plans, which would then be submitted to the two agencies for review.

Texas chemical plant explosion injures 4
Plant workers told authorities they heard an explosion and then noticed a fire about 1:15 p.m.
Although the chemical reported some large quantities in 2004, such as 46,000 pounds of methyl ethyl ketone, there was only one chemical listed that is considered extremely hazardous, particularly to first responders: sulfuric acid.
Investigators deconstructing a fire involving chemicals or solvents would look into whether an emergency evacuation plan was in place and whether it was implemented, she said.

A series of explosions rocked a chemical plant Tuesday, hurling fireballs into the sky and leading authorities to evacuate thousands of people from nearby schools and businesses.
The state Emergency Management Department said the plant had hydrofluoric acid, sulfuric acid and methanol, but it did not know which chemicals were involved in the explosions and fires.
National Guardsmen and state pollution control workers set up portable air-quality monitors as a gray cloud rose from the plant, but officials said they did not believe any toxic material was being carried to populated areas of the city of 46,000.

The officials cautioned that it was not clear what suspect materials may still be at the plant, which is located in Najaf, some 90 miles south of Baghdad.
The taking of the suspected chemical weapons facility was first reported by the Jerusalem Post, which said about 30 Iraqi troops, including a general, surrendered to U.S. forces of the 3rd Infantry Division.
The report also said the Iraqis tried to camouflage the facility by disguising it with sand-cast walls so that it would blend in with the surrounding desert and not be visible from the air.

The captures Sunday of the suspected chemical site, a cache of documents and two Iraqi generals thought to have knowledge of weapons of mass destruction raised the possibility that American forces had begun to find the banned weapons they are fighting to remove from Iraq.
The biggest worries for U.S. commanders are Iraq's chemical weapons, which include the nerve agents sarin, soman and VX, as well as mustard agent of the type used in World War I. Most of the chemical weapons are loaded in artillery shells in rockets, which have a range of about 12 miles or less.

Daniel Lungren (R-Calif.), a member of the House Homeland Security Committee, is expected to introduce similar chemical plant security legislation by early July.
Lawmakers rejected an amendment offered by Lieberman that would have required chemical facilities that DHS deemed "high risk" to use inherently safer technologies if they were cost-effective and feasible and would improve security.
"People who live in the shadow of chemical plants should have the right to know how safe those plants are, and they should be allowed to challenge DHS actions, or inactions, if they believe their safety is in jeopardy," Lieberman argued.

Chemical & Engineering News: Latest News - Chemical Plant Security Bill Proposed
The long-awaited bill, which is cosponsored by Sen. Joseph I. Lieberman (D-Conn.), would require chemical companies to conduct vulnerability assessments and to create security and emergency response plans for their facilities.
In a notable change from an earlier draft of the legislation circulated by Collins' staff, the bill would allow governors to establish more stringent security standards for chemical plants in their states.
Environmental activists expressed disappointment that the bill does not require chemical makers to switch to "inherently safer technologies." But Collins maintained that it would be inappropriate to dictate specific industrial processes.

The Pavlodar facility manufactured precursor chemicals for CW agents, though it never actually produced chemical weapons, because Soviet authorities halted the CW program at Pavlodar in 1987 before the final CW production lines were complete.
However, the Pavlodar plant was designed to produce a new generation of binary nerve agents that were developed by the Soviet Union in the 1980s.
By 1987, when the plant's construction was officially halted by the Soviet government, major chemical weapons production facilities at the plant had already been constructed.

The Center for American Progress, in a recent report, "Preventing Toxic Terrorism: How Some Chemical Facilities Are Removing Danger to American Communities," notes that more than 38 million Americans are substantially safer because of recent safety and security improvements at over 280 chemical facilities in 47 states.
The facilities identified by CAP replaced acutely hazardous chemicals with safer alternatives that do not have the potential to drift off-site.
“Adopting safer chemicals is the only certain way to protect American communities from a toxic gas release,” says Paul Orum, a chemical safety consultant who was commissioned by CAP to conduct the survey.
