OHSU Health - Substance Abuse / Chemical Dependency   (Site not responding. Last check: 2007-10-20)
Substance abuse problems are more likely to be discovered by physicians when adolescents are injured in accidents occurring while under the influence, or when they are brought for medical services because of intentional efforts to hurt themselves.
Substance abuse is used to describe a pattern of substance (drug) use leading to significant problems or distress such as failure to attend work/school, substance use in dangerous situations (driving a car), substance-related legal problems, or continued substance use that interferes with friendships and or family relationships.
Chemical dependence is also used to describe the compulsive use of chemicals (drugs or alcohol) and the inability to stop using them despite all the problems caused by their use.

Chemical substance - Wikipedia, the free encyclopedia
Typical chemical substances found in the home are water, salt (sodium chloride) and sugar (sucrose).
Often a pure substance needs to be isolated from a mixture, for example from a natural source (where a sample often contains numerous chemical substances) or after a chemical reaction (which often give mixtures of chemical substances).
Finally, chemical analysis may be used to identify the chemical composition and to assay the purity.

This is the consequence of one chemical (or group of chemicals) counteracting the effects of another: in other words, the situation where exposure to two chemicals together has less effect than the simple sum of their independent effects; such chemicals are said to show antagonism.
Analysis of the amounts of potentially toxic substances or their metabolites present in body tissues and fluids, as a means of assessing exposure to these substances and aiding timely action to prevent adverse effects.
In chemistry, this is a water soluble derivative of a chemical formed by its combination with glucuronic acid, glutathione, sulphate, acetate, glycine etc. Usually conjugation takes place in the liver and facilitates excretion of chemicals that would otherwise tend to accumulate in the body because of their solubility in body fat.

EPA/OPPT/High Production Volume (HPV) Challenge Program Guidance for What to Test for the HPV Challenge
The issue of precisely what form of a chemical substance should be tested, or the “test substance,” in the HPV Challenge’s battery of health and environmental fate and effects testing is often a difficult, complex issue.
Class 2 Substances are defined as “chemical substances which may have variable compositions or be composed of a complex combination of different molecules.
On occasion there have been chemical substances that can not be isolated at a purity of 99% and EPA has adjusted its purity requirement on the test substance to as low as 95%.

 CHSP: Appendices: CHEMICAL TOXICOLOGY OVERVIEW
Toxicity is the ability of a chemical substance or compound to produce injury once it reaches a susceptible site in, or on, the body.
The toxic potency of a chemical is thus ultimately defined by the dose (the amount) of the chemical that will produce a specific response in a specific biological system.
Examples of substances where skin absorption may be a significant factor include: pesticides, carbon disulfide, carbon tetrachloride, dioxane, methanol, acetonitrile, mercury, thallium compounds, xylene and hydrogen cyanide.

Chemical & Physical Changes - for 11 to 14 year-olds: By Laura Gallagher, Loreto College, Coleraine.
A chemical reaction occurs when two or more chemical substances are mixed together and change into new substances.
A chemical change is usually contrasted with a physical change, in which a substance changes form but keeps its chemical properties remains the same.
The distinction between physical and chemical change is not absolute, and some important types of change, such as the dissolving of salt in water, could be regarded as either being chemical or physical, or both.

Chemicals policy in the Asia-Pacific region
Chemicals regulation in Japan is focused on the Chemical Substances Control Law, which was enacted in 1973 and has been amended a number of times since.
New chemicals that are persistent and bioaccumulative require a wider range of toxicity studies; those that are persistent but do not bioaccumulate must be evaluated for potential long-term toxicity.
All chemicals not on the Existing Chemical Substances list are considered new chemicals, and a dossier including safety information must be submitted to the regulator.

Chemical Substance Names in CA SEARCH (File 399)
A specific chemical substance can be searched by the CAS Registry Number for the substance, or by a non-systematic, common or trade name of the substance.
The highest possible recall for information on specific chemical substances is achieved using a combination of CAS Registry Number(s) and the various names used to designate the substance.
The names of chemical substances are often compound words composed of chemically significant words or word fragments that describe structure and composition.

Toxic Substances Control Act (TSCA) Chemical Substances Inventory
Section 5 requires importers of chemical substances to determine if the chemical substance, mixture, or article (containing a chemical substance or mixture) is a TSCA chemical substance or a “new chemical substance” prior to its importation for a nonexempt commercial purpose.
The small manufacturer exemption does not apply if the substance being produced is subject to a rule proposed or promulgated, or order under sections 4, 5 or 6 of the Act or is the subject of relief granted under a civil action under sections 5 or 7 of the Act.
A new chemical substance is one that is not already in commerce in the United States, as determined by inclusion in the TSCA Inventory of Chemical Substances maintained by EPA.

EPA assesses whether the chemical substance presents an unreasonable risk of injury to health or the environment by weighing the risks versus the social and economic benefits of introducing the chemical into commerce.
If a chemical substance or mixture is covered by any of these circumstances, an exporter must notify EPA of the country of destination the first time a chemical is shipped to the country during a calendar year.
TSCA Section 13 requires that any chemical substance, mixture, or article containing a chemical substance or mixture be in compliance with TSCA and, in addition, EPA requires import certification.

This works well for substances with common or trade names, but can be difficult to impossible when trying to use complex systematic names.
Moreover, it is impossible to search for families of names, such as in plastics, dyes and other commercial substances where a whole group of materials may vary only in the latter part of the name.
