The gods have their powers back and one minor god, Chemosh, Lord of Death, is looking for a power play and to rule over all of the other gods.
But Chemosh needs Zeboim out of his way so his plan will work, so he puts the soul of her dead son in a khas game piece and returns the Death Knight to his former prison on the island.
Chemosh, Lord of Death, and his vie to become leader of the gods by using Mina and giving her powers.

Chemosh, god of death, seeks power over more than his world of darkness and reanimated corpses.
These are common weaknesses in game driven novels, but the DragonLance series was, initially, more plot driven than say the Vampire: Masquerade novels which depend more on a wealth of detail to satisfy their readers.
The main reasoning for this is because she wants to fill the void that has been left by Tahksis and we all know Chemosh as a tricky and capricious god.

I particularly love how the book ends, with a mild climax, but finishes the book, so you aren't having a fit to see what happens next, but enough mystery to make you want the next book...just not enough to freak out about it or be angry that "it ended that way" as some books do.
Weis spins her tale in a manner that leaves the reader craving for the conclusion although as several readers have stated, the ending was pretty obvious although you wonder, how can she wrap this twist up in a pretty package and deliver it to the reader?
The relationship between Mina and Chemosh is far more believable here as conflict and character motives take their toll on the pair and the setting as a whole.

She still doubts him., as evidenced by Mina thinking that Chemosh has drowned her by tricking her that she can breathe under water (page 281).
Also, I think this is foreshadowing: Mina teased Chemosh that "...you will transform me into a god..." This may hint that Mina wants to be a god, but she immediately says that she does not want it, because she has touched the mind of a god, and she knows the emptiness.
I think in book three, Mina will betray Chemosh (probably kill him) and become a goddess and will lead the Beloved in a conquest for Krynn.

As I see it, KoD could be run with an evil party with only a few adjustments to what motivates the party to do certain tasks.
For example, the Undead at the Shattered Temple may be seen as competition for Chemosh's favor and thus the players might want to eliminate them (get rid of the competition).
Or even, helping the elves in Pashin may be an excuse for the party to get a better chance to study the disease that effects them, so that the party might figure out a way to spread the same disease at a later time.
