The government is organizing a second multibillion-dollar bailout for Japan's fifth-largest banking group, Resona, and all the leading banks are struggling to write off their huge accumulation of bad loans because some of their most troubled borrowers are also politically influential companies.
Chiba Bank and Hiroshima Bank each reported a return to profitability in the latest fiscal year after purging their books of bad loans in 2001.
Most of the healthiest banks are in the corridor from Tokyo to Osaka or on the southern island of Kyushu, areas where hundreds of manufacturers make auto parts, electronics and machinery.

The Bank of Japan boosted the dollar against the yen in New York trading Tuesday through the Reserve Bank of New York, due to fears that a strong yen will damage Japanese exporters by making their goods less price competitive abroad and shrinking the value of their repatriated overseas earnings.
"The (central bank's) intervention in the morning, if it was actually done by the Bank of Japan, was merely an act of smoothing currency moves," said Chiba Bank's Yuki.
Yuki said market participants recall a similar pattern in the last year where the Bank of Japan sold the yen for dollars through proxies in a bid to weaken its own currency to around the 125 yen level, but the dollar gradually moved toward the 118 yen level.

CHIBA, Japan - An employee of Chiba Bank allegedly skimmed cash from the bank’s ATM machines to the tune of about $450,000 according to criminal charges that have been filed against the employee.
The bank has already fired the employee, who stole the money over the course of a year and had returned some of the funds in order to cover his activities.
The incident is the third in less than a decade involving Chiba Bank, according to the Daily Yomiuri.
