Calling All Cars, Calling All Cars: Technological Innovations of the Chicago Police Department Journal of the Illinois ...
Police departments developed much as did the cities themselves; they were initially chaotic and were formed in fits and spurts, cobbled together with new policing methods and with new technologies, often when they were either available or necessary.
Chicago's police department was innovative in that the city was the first in the nation to establish a communications system that would allow the police to respond to any emergency much faster than previously.
Chicago was the first city to incorporate a police alarm system, which served as a model for other cities; the purchase and use of police cars in the early 1900s was done out of a need to compete with surrounding cities.

Chicago: Brief History of the Chicago Police Department
Dr. Levi D. Boone was elected mayor of Chicago in March of 1855 as the candidate of the American or "know-nothing" party and the new council quickly passed ordinances which provided for the creation of a police department with a force of eighty to ninety men.
The board of police commissioners was abolished and provision was made instead for a single police commissioner to be appointed by the mayor with the approval of the council.
New recruits to the police department in the mid-1800's were given a piece of cloth and told to have their uniforms made; today's officers receive an annual uniform allowance.

Homicide in Chicago :: Chicago Police Department (cont)
The police both individually and, as an institution, were frequently the target of anti-corruption campaigns, including political movements to restrict the sale of liquor and to regulate prostitution.
The police were also often accused of being the agents of graft and bribery for aldermen and political bosses, and for the men who ran the vastly profitable, illegal gambling and prostitution rings in the city.
The role of the police was further complicated by the fact that many powerful citizens and employers hired private militia or Pinkertons as strike breakers, or simply as private security guards, and the city and state officials also periodically called in the national guard or federal troops to keep order.

The Tale of the Upside-Down Flag
It was there that the police ceased to cooperate, and Lynch-Giddings said the crowd — estimated at 10,000 by that point — chanted "the whole world's watching" as helicopters buzzed overhead and the protest leaders tried to negotiate with police for about an hour, only to end up getting arrested.
After the police began to funnel marchers back south on the Drive, "panicky rumors ran through the crowd that the police were splitting us up into smaller and smaller groups, and that something bad was going to happen," he said.
According to Lynch-Giddings, "We were forced and funneled by cops on horseback to turn west onto Chicago Avenue." But all accounts of what happened next are consistent: hundreds of marchers were soon penned in between buildings on the north and south, and lines of police in riot gear to the east and west.

BrainMaker Neural Networks and Police Misconduct
The Chicago Police Department has used BrainMaker to forecast which officers on the force are potential candidates for misbehavior.
The Department's Internal Affairs Division used neural networks to study 200 officers who had been terminated for disciplinary reasons and developed a data base of pattern-like characteristics, behaviors, and demographies found among the 200 police officers.
To counterbalance the inherent "dispassion" of the neural network, the Department closely examined the net's findings to ensure that officers who are clear anomalies, and thus don't warrant being on the list, are removed from consideration.
