Chicago Unions Flex Political Muscle -- In These Times
Instead, unions spent roughly $3 million and fielded a political operation stronger than Daley’s that backed challengers to the mayor’s council allies.
Chicago’s economy has been relatively strong under Daley, who has promoted the city as a global hub for business services, rather than the city of big shoulders as it once was known.
After a long detour through machine politics, Chicago may be returning to a version of the labor politics that made it famous more than a century ago.

  Work
Chicago's grain merchants turned discrete bags of grain from specific fields into a standard type passing through the city's new grain elevators, financed in part by contracts for future delivery that formed the basis for a new financial services business.
Just as Chicago gained fame as a center of unionism and worker radicalism in the middle and late nineteenth century, the city's business leaders were equally notorious for their adamant opposition to unionization or other worker organization.
Chicago unions were politically active, strongly influencing local political parties and usually securing neighborhood police neutrality in conflicts from the 1860s through the early 1880s.

 Unionization
Chicago also built a large printing and publishing industry and, as a corporate, legal, and medical center, claimed an increasingly large population of white-collar and technical workers beginning in the late nineteenth century.
By the late 1860s Chicago workers supported more than 20 unions aimed at higher wages and shorter working hours; a lively newspaper, the Workingman's Advocate; numerous producers' cooperatives; and a network of Eight Hour Leagues which organized in municipal, state, and congressional elections, winning both city and state eight-hour laws.
Finally, the radical socialist and anarchist wing, especially strong in Chicago and a key to the organization of unskilled immigrants, was decimated in the political repression following the events at Haymarket Square in 1886.

The prospect of the July gathering in Chicago of the nation's unions has consultants like Adams riveted because, as they explain, the future of union organizing, let alone organized labor, might be at stake.
Union officials say they face consultants working in behalf of employers in more than two out of three election efforts and that the consultants typically charge about $3,000 per worker for their efforts.
As consultants' impact has grown, they have altered the relationship between unions and companies by convincing employers to accept their rhetoric of "fighting unions to the death," says John Logan, a labor expert at the London School of Economics.

 Chicago Unions Flex Political Muscle
But the Chicago Federation of Labor (CFL)--for decades a pillar of the city's machine politics--did not endorse Daley (although the building trades did).
Most unions regarded the battle over the big box ordinance as a symptom of the new class-based divide in Chicago politics, but not the crux of their dispute with Daley.
Overall, University of Illinois at Chicago political science professor Dick Simpson says, the new council bloc will be pushing a "working-class, middle-class agenda, as opposed to the global economy tilt of the Daley administration."
