  Chicago, Illinois
On August 12, 1833, the Town of Chicago was incorporated as a town with a population of 350.
Chicago is considered to be one of the largest Democratic strongholds in the United States, as an example, the citizens of Chicago have not elected a Republican mayor since 1927 when William Thompson was voted into office.
Chicago then became one of the largest grain and lumber ports in the world with grain sent to more established populations and lumber being sent to the forest-starved prairies where new settlers needed to build.

Fortunately—at the convergence of the Illinois and Michigan Canal and the south and west forks of the South Branch—the current was strong enough to carry the raw sewage away from the city and Lake Michigan, curtailing a marked rise in contamination and disease.
To prevent Chicago's diversion of water from lowering the level of Lake Michigan, locks were installed on the waterfront to control the outflow.
Chicago's sewer system was designed to hold two billion gallons (eight billion liters) of wastewater per day, but a single rainstorm in the 1950s could produce five billion gallons (19 billion liters) of runoff.

Fewer lifeguards to staff city beaches
Chicago Park District officials say public safety is not at risk but some guards, who make $10.87 an hour, are grumbling about fewer sets of eyes.
Beaches also have on-site supervisors who serve as guards, said McDonough, who spent more than 20 years as a Chicago lifeguard before assuming her current post.
One source familiar with beach staffing levels said that some returning guards who showed up at a May testing event at Whitney Young High School were told they would have to return later in the month to take the test.

The beaches and sand dunes associated with this lake left ridges that kept water from flowing east into the lake.
The original shoreline of Chicago is unrecognizable today under the skyscrapers, museums and parks that have been constructed on the 5.5 square miles of landfill created since the 1800’s (see Figure, Chrzastowski,1998).
Because the Chicago River was not a swift moving stream and was often clogged at its mouth by sand, the waste did not flow out into the lake as the residents had hoped.

Boston.com / News / Nation / Wisconsin sewage draws ire in Chicago
CHICAGO -- Drenched by heavy spring rains, Milwaukee has dumped nearly 5 billion gallons of storm water and raw sewage into Lake Michigan, angering leaders in Chicago who blasted their northern neighbor for being a poor steward of the great lake and contributing to dozens of swimming bans along the Illinois shoreline.
Lake Michigan currents flow south, but Milwaukee officials say Chicago officials have no proof that the beach closings were the fault of the Wisconsin city's sewer system.
Beach closures or swimming bans are tied to high levels of E. coli, created mostly by human and animal waste.

At the same time, water has been tipped toward Chicago beaches, as well as rivers and marshes all over the northern United States.

Chicago Mayor Richard Daley and U.S. Rep. Mark Kirk (R-Ill.) were quick to pounce on Milwaukee for that dumping, with Kirk dubbing it "Cheesehead sewer water" and Daley opining that "it's going to float down here."
Whitman's name is attached to the study, which suggests that the untreated sewage dumped by MMSD into the lake from May 10 to May 25 last year could not have reached Chicago beaches by June 20, when several were closed because of high bacteria counts.
The study did not attempt to determine whether the flow from Milwaukee after the big sewage dump had any impact on beaches between Milwaukee and Chicago, said David Rockwell, an environmental scientist with the EPA and one of the study's four authors.

Highlighting Lake Michigan as a place to hang out in Chicago may seem like kind of a cop out, but Jarvis Beach is not your typical city-run lakefront attraction.
With only a few hundred feet of shoreline interrupted by a giant mass of boulders in the middle, Jarvis Beach is not big enough to be overrun by people, making it the ideal quiet place to gather your thoughts and simply stare at the lake, with a bench available for just such an activity.
Its seclusion is guaranteed by three large yet quiet apartment buildings protecting the beach from the hustle of Sheridan Avenue.

But raw sewage dumping by the Milwaukee Metropolitan Sewerage District also can't be ruled out as a culprit in Chicago beach pollution, a top regional environmental official said Wednesday.
Recent scientific research suggests E. coli bacteria can live for years in beaches or the sandy bottom of the lake, making it theoretically plausible that Milwaukee dumping is a factor in Chicago beach problems, said Joe Cisneros, regional chief of enforcement for the EPA.
Nadeam Elshami, a spokesman for Schakowsky, said Whitman did not directly respond to the Illinois delegation's claim that the EPA was failing to enforce the federal Clean Water Act.
