Petty Officers are among the NCO ranks in both the Royal and US navies (hence 'petty'),and are below warrant officer.
I thought Ulanti (or whoever the first officer on the Macharius is) was a Flag Lieutenant, and I don't recall an admiral ever being aboard the Macaharius in either book.
