He first arrived in Hong Kong as a soldier in January 1945 and began his career in the Hong Kong government in the summer of 1957.
With the new Hong Kong Disneyland having opened nearby and property prices having skyrocketed as a result, suspicions about the fact that the original zoning plan was never enforced have again come to the fore.

Born in 1940 in Shanghai, China, Chan was educated at Hong Kong's Sacred Heart Canossian College (formerly known as Italian Convent School and Sacred Heart School) and the University of Hong Kong.
From 1987 to 1993, she was Secretary for Economic Services, becoming the 30th and the last Chief Secretary in 1993 to oversee the localisation of the civil service.

Secretary for Justice Elsie Leung has come under sharp fire in a variety of recent controversies, including her decision to refrain from prosecuting a prominent publisher in a circulation fraud case in which the publisher was named as a co-conspirator.
The Hong Kong government was not pleased with part of the wording and asked for a clarification from the court, but Leung soon was attacked when it emerged she had approached Andrew Li, chief justice of the Court of Final Appeal, to alert him that the government's request was coming.
