The Chief Secretary for Administration (Traditional Chinese: 政務司司長), commonly known as Chief Secretary and abbreviated as CS, is the second highest position of Hong Kong Government.
The CS assists the Chief Executive (Governor before the transfer of sovereignty) in supervising the policy bureaux as directed by the CE and plays a key role in ensuring harmonisation in policy formulation and implementation.
The Chief Secretary also covers specific priority areas of the Chief Executive's policy agenda, and is responsible for forging a closer and more effective working relationship with the Legislative Council and for drawing up the Government's legislative programme.

The question has arisen because to many of today's Chief Ministers it does not seem to matter a bit who the Chief Secretary is or how long he or she stays in the job.
After all, Chief Ministers are human (even if, in some cases, their partymen treat them as divine) and the choice of a Chief Secretary may, in retrospect, turn out to be a mistake, and public interest demands that the mistake be rectified.
In recent times the public image of Chief Secretaries has suffered somewhat because of the conduct of a few fl sheep in the IAS, the cynicism that has enveloped the civil service as a whole leading to the cover-my-back syndrome and the low competence and initiative displayed by some of the incumbents.

The Chief Secretary was the second most important official in a colony of the British Empire after the Governor.
Originally the secretary to the Governor as well as secretary of the Colony this office was at first known as the Colonial Secretary or Principal Secretary outside British North America where the equivalent title was Provincial Secretary.
The Chief Secretary was the senior official after the Governor in the larger British Colonies and other territories and was responsible for the day-to-day running of the government.
