The ground forces in the continental United States form four armies of nine army corps and twenty-nine divisions, and an Armored Force of four divisions, soon to be increased to six.
Six Regular Army infantry divisions and two sets of corps troops were formed during the report period, partly by consolidations or conversions of existing units and partly by utilization of increased personnel made available by augmentations to the Army.
To assist the Chief of Staff in his capacity as Commanding General of the Field Forces, a nucleus of General Headquarters was created and charged initially with the direction of training of all harbor defense and mobile troops within the continental United States and General Headquarters aviation.

He was promoted to General in 1964 and appointed Vice Chief of Staff of the Army (he was seriously considered as a candidate for Chief of Staff at that time).
He was appointed Chief of Staff of the United States Army in June 1972 but was not confirmed by the Senate until October 1972 due to political repercussions involving disobedience by one of his subordinate commanders.
The major themes in the Army during those two years were Abrams themes, as plain and strong as the man who established them: the readiness mission; rethinking the Army's role; and taking care of the soldier.
